The value of the CEDS will not be determined by the number of strategies identified.
It will be determined by whether those strategies help move projects forward.
Implementation should therefore remain practical.
Each strategic priority should connect to specific projects, responsible organizations, potential funding sources, measurable milestones, and regular review.
Not every project will move at the same speed.
Some may already be funded.
Some may require additional planning.
Some may depend on infrastructure.
Some may require new partnerships.
Some may not become feasible during the current CEDS period.
That is expected.
The purpose of the implementation framework is not to create an unrealistic checklist.
It is to create visibility.
What are we trying to accomplish?
Who is best positioned to lead?
What support is needed?
What is preventing the project from moving?
What funding may be available?
What should happen next?
Those questions allow the CEDS to function as an active economic-development tool.
