From Regional Insight to Regional Action

Southeastern New Mexico stands at a pivotal point in its economic future. The region is not beginning from a place of uncertainty; it is beginning from a place of strength. Across Chaves, Eddy, Lea, Lincoln, and Otero Counties, Southeastern New Mexico is powered by nationally significant energy production, agricultural production, defense and aerospace assets, tourism and outdoor recreation, healthcare and education, construction, logistics, and a network of small businesses that sustain local communities.

We have already established this region’s story: a region bound by grit, growth, and greatness; a region that understands both the promise and pressure of economic activity; and a region whose future depends on the ability to plan across jurisdictions, industries, and communities.

SNMEDD’s role as a bridge among local governments, federal and state partners, educational institutions, businesses, and community organizations is central to this work. The District serves Chaves, Eddy, Lea, Lincoln, and Otero Counties, 21 municipalities, and the Mescalero Apache Tribe across more than 26,000 square miles, providing the regional platform needed to coordinate planning, funding, and implementation.

The Strategic Direction and Action Plan answers two essential questions: Where do we want to go? and How are we going to get there?

The strategic direction that follows is built from the findings already developed throughout this CEDS: the demographic profile, housing analysis, education and workforce trends, industry cluster assessment, supply chain review, broadband and infrastructure needs, and regional SWOT. It reflects the core values identified earlier in this document: resiliency, sustainability, and collaboration.

Our Vision for the Future

The transition from regional insight to regional action reflects a shared commitment across Southeastern New Mexico to move beyond analysis and into intentional, coordinated progress. Grounded in the region’s core values of resiliency, sustainability, and collaboration, this Strategic Direction establishes a clear path forward that builds on existing strengths while addressing critical challenges.

At its core, this vision reinforces a unifying principle: Strength Through Unity. The region’s ability to compete, adapt, and thrive is not defined by individual communities acting alone, but by a collective approach that aligns resources, priorities, and partnerships toward common goals.

Southeastern New Mexico will be a resilient and economically diverse region that leverages its industrial strength, fosters innovation, and advances regional collaboration to drive sustainable growth, expand opportunity, and enhance quality of life across all communities.

This vision reflects a future in which energy leadership is reinvested into long-term stability, infrastructure systems are modernized to support continued growth, and communities are equipped with the housing, workforce, and services necessary to sustain a high quality of life. It also recognizes that regional competitiveness will depend on the ability to respond proactively to external pressures, including commodity market volatility, environmental constraints, and increasing competition for talent and resources. The Strategic Goals and Action Plan that follow translate this vision into targeted, measurable priorities. Each goal is designed to address key findings identified through the region’s SWOT analysis, ensuring that investments are aligned, outcomes are actionable, and progress is both trackable and sustainable over time.
