A Year of Decisions, Not Just Data Collection
The implementation cycle turns the scorecard into a working management record. Four reviews keep local projects visible, reveal barriers early, and give the region a documented reason to continue, change, or replace an action. The quarters are relative to the reporting year; official planning years have not yet been set.
How the Year Moves
Local sponsors remain responsible for their projects and results. SNMEDD connects the regional picture, checks consistency, and convenes decisions that benefit from coordination across jurisdictions.
Open the Reporting Year
SNMEDD refreshes the shared pipeline and the latest public county and regional baselines. Each local sponsor confirms ownership, project stage, next milestone, and any change in scope or cost.
Record: A dated starting register with named sponsors and a list of missing baseline evidence.Check Delivery
Sponsors report completed activities, participants, applications, awards, design progress, and barriers against the six action-program priorities. SNMEDD reconciles duplicate project entries and asks for source documents where totals changed.
Record: A midyear scorecard showing what moved, what stalled, and what support is needed.Resolve and Reprioritize
Local leads and regional partners review projects that are at risk. They decide whether to provide technical assistance, align partners, seek a different funding route, adjust the schedule, or retire an action that no longer serves its goal.
Record: A short decision log: issue, decision, responsible partner, and next review date.Publish and Learn
SNMEDD combines verified sponsor results with updated public indicators, describes county differences and data limitations, and documents changes to the coming year's work. Local sponsors review their entries before publication.

The report follows the same six priorities each year. Each entry shows the committed milestone, verified result, impact evidence, barrier, and next action, alongside an update date.
Employment, pay, establishments, population, housing, and broadband with source years and county differences.
Milestones completed or delayed, participating sponsors, project stages, and verified awards or investments.
Business contracts, cohort outcomes, delivered services, occupied homes, resolved barriers, and recovery results where measurable.
Actions carried forward, redesigned, added, or closed, with the reason and responsible partner.
The Framework Stays Current When Its Decisions Are Recorded.
Changes to targets, definitions, or scope are dated and explained in the next annual summary. The previous value remains visible so readers can distinguish a real trend from a change in method.
