Resilience is the ability to keep opportunity moving when conditions change. In southeastern New Mexico, that means preparing for energy-market volatility, wildfire, flooding, water constraints, and interruptions to the infrastructure on which households and businesses depend.

Planning for and Implementing Resilience

Strengthen Everyday Capacity

Support supplier diversification, adaptable skills, maintained infrastructure, business continuity, and access to capital before a disruption.

Identify Economic Exposure

Connect county asset profiles with current hazard mitigation plans, utility dependencies, transport access, and the needs of smaller communities.

Establishing Information Networks

Use a regular network of local governments, emergency managers, utilities, business organizations, education providers, and workforce partners. Agree on contacts, backups, activation procedures, referral routes, and a shared picture of economic needs. Participation by the Mescalero Apache Tribe should follow its chosen representatives and information-sharing protocols.

Pre-Disaster Recovery Planning

Before an incident, identify who can collect business needs, support reopening, coordinate financing referrals, and prepare recovery projects. Test those roles through an exercise. After an incident, local emergency managers retain operational command while economic-development partners support recovery and long-term rebuilding.

Measuring Resilience

Track readiness through completed county profiles, continuity assistance, exercises, and resolved corrective actions. After a disruption, measure reopening at 30, 90, and 180 days, duration of business closures, and restoration of essential services. Report who was reached and what remains unknown.
